Me: “And the Israelis?”

Totah: “They’ll go back to where they came from.”

Me: “What ‘back’? There is no ‘back.’ ”

Both men: Inscrutable expressions.

After their expulsion, all four men—Muhammed Totah, Muhammed Abu Tir, Ahmed Attoun, and Khaled Abu Arafeh—lived in Ramallah, where their families visited them when possible. In September 2017, the Supreme Court of Israel ruled that the original revocation of the Jerusalem residency status of the four was illegal. It gave the government six months, however, to pass new legislation to amend the law in a way that gave the interior minister the right to forcibly revoke residency for East Jerusalemites. In November 2018 Attoun was rearrested in Ramallah and placed in administrative detention, and when his lawyer, Fadi Qawasmi, asked to know the basis for the new arrest, he was told that there was “secret evidence” against Attoun that could not be disclosed. At this writing Qawasmi has brought another suit on Attoun’s behalf, and Attoun remains in administrative detention.
